The National Security Agency's information assurance research group is still very much involved in SELinux kernel development. Most of the resources and documentation relevant to SELinux kernel development are there.
The current SELinux kernels are based on the Linux Security Module (LSM) framework. The LSM project has its own mailing list, see http://vger.kernel.org/vger-lists.html#linux-security-module. Now that the SELinux kernel module has been incorporated into the Linux 2.6 kernels some discussion happens on the Linux Kernel Mailing List at vger.kernel.org.
